FLOOD CONTROL PROJECT
Watershed Plan and Environmental Impact Statement

PROJECT INFORMATION
The San Xavier District (SXD) is currently working on a watershed planning project for the Cemetery Wash Watershed located in Pima County, in collaboration with the U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) and other partners.


PURPOSE AND NEED
For many years flooding has occurred in residential areas within the SXD along portions of Cemetery Wash, endangering homes, threatening public safety, and severely limiting access to the residential areas during flood events. During heavy rainfalls, approximately 250 residents within the community are cut off and isolated from emergency services. Temporary measures to address the problems have failed, and the SXD has elected to initiate a planning study to develop and
evaluate potential solutions under the NRCS Watershed and Flood Prevention Operations program.

PROJECT BACKGROUND

events. During heavy rainfalls, approximately 250 residents within the community are cut off and isolated from emergency services. Temporary measures to address the problems have failed, and the SXD has elected to
initiate a planning study to develop and evaluate potential solutions under the NRCS Watershed and Flood Prevention Operations program.
The purpose of the project is to reduce damage from floodwater and erosion through the design and implementation of flood damage reduction measures.
This watershed planning project is needed to address public health and safety issues within the watershed. The goals of this project include selection of a preferred alternative that addresses the identified flooding areas listed below:

Sedimentation issues at the farm channels at San Xavier Cooperative Farm storm events where Cemetery Wash crosses Mission Road

What is a Watershed Plan?
A Watershed Plan is combined planning document that documents the planning process and NEPA compliance. The National Watershed Program requires the development of a physically, environmentally, socially, and economically sound watershed plan with actions scheduled for implementation over a specified period of years.
A Watershed Plan is composed of the following:

Phase I—Collection and Analysis—Includes identification of problems, opportunities, and concerns; determination of primary objectives; inventory of resources, and analysis of resource data

Phase II—Decision Support—Includes formulation and evaluation of alternatives, comparison and selection of preferred alternative, and preparation of the Watershed Plan/Environmental Impact Statement document.

Phase III—Application and Evaluation—Includes implementation and evaluation of the effectiveness of the Watershed Plan/Environmental Impact Statement
